In the 22nd year of Emperor Kuang Hsu (1896), the Yamen in charge offoreign affairs obtained an Edict from the Emperor sanctioning the formal inauguration of the Postal Service and substituting the silver dollar for the formersilver tael system for postage. Before the issue of the new stamps, the Dragon Stamps of the Second Customs Issue and Empress Dowager’s Birthday Commemorative Stamps then in stock, both bearing candarin face value, were surchargedin silver dollar currency to meet urgent requirements . The surcharge was made in the middle of the stamps in black color by the Customs Statistical Department, Shanghai· The characters surcharged on the stamps are No.5 Chinese characters of Sung style 〝暫作洋銀×分〞 (temporarilysurcharged as × cents), with the surcharged value also expressed in Arabic figures appearing above the word〝cents〞 in English. The distance between thehead of the Arabic figures and the bottom of Chinese characters measures 3 ㎜., but as the figures overprinted in this lot are smaller than those used in later overprints, such stamps are generally called〝Small Figures Surcharge Stamps.〞
