To strengthen import management for international mail and prevent undervaluation, duty evasion, and illegal imports, U.S. Customs and Border Protection (CBP) will implement a new import processing procedure for international mail starting July 24, 2026, and will simultaneously adjust the method for calculating import duties.

For mail items containing goods sent to the United States with a merchandise value of USD 2,500 or less, the sender must prepay the applicable duties and fees at the time of posting before subsequent import clearance and delivery procedures can be carried out. For mail items with a merchandise value exceeding USD 2,500, the recipient shall complete formal import entry procedures in accordance with CBP regulations. The calculation method for the relevant duties and fees will be adjusted as follows:

1.Duties and Taxes: Starting July 24, 2026, duties will no longer be calculated at 10% of the merchandise value of the mail item. Instead, they will be calculated based on the item's 10-digit U.S. Harmonized Tariff Schedule code (HTSUS), country of origin, declared value, quantity, weight, and the applicable duty rates under CBP regulations. (combined Column 1 and Section 301 duty rate)

2.Service Fee: A service fee will be charged by Chunghwa Post's cooperating customs broker for handling the advance payment of duties and taxes.

3.U.S. Import Processing Fee (Entry Fee): In response to the implementation of CBP's new import processing procedure for international mail, each merchandise mail item sent to the United States, regardless of whether duties are incurred, will be subject to a USD 2 import processing fee.

When preparing the shipping label on EZPost, senders must accurately provide the English description of the contents, country of origin, declared value, quantity, weight, and other required information. The sender may enter the 10-digit HTSUS code voluntarily. If the sender does not enter the HTSUS code, the EZPost system will determine the code based on the item information provided and display it on the shipping label. EZPost will calculate and display the applicable duties and fees based on the information entered by the sender. All duties and fees are denominated in U.S. dollars and will be converted into New Taiwan dollars based on the Bank of Taiwan's closing USD spot selling exchange rate on the previous business day. When posting the mail item at a post office, the sender shall pay the applicable duties and fees together with the postage.

The final determination of U.S. import duties and fees shall be subject to CBP's review. If the declaration is incomplete, inaccurate, or inconsistent with the actual contents, it may result in additional duties and fees, customs clearance delays, return of the mail item, or other consequences. The sender shall bear the relevant responsibility.
