To comply with new U.S. customs regulations, Chunghwa Post Co., Ltd. will launch the “Duty Paid by Sender (DDP) Service for International Mail to the United States” effective June 1, 2026. Acceptance of merchandise mail items destined for the United States will also fully resume on the same date, providing more convenient mailing services for the public and cross-border e-commerce businesses.

Chunghwa Post stated that the U.S. government suspended the de minimis duty exemption for low-value goods (valued below USD 800) effective August 29, 2025. As a result, all mail items sent to the United States containing goods valued at USD 800 or below must complete duty payment procedures before shipment in order to pass customs clearance and be delivered in the United States.

To comply with the new U.S. customs requirements and fully resume acceptance of merchandise mail items to the United States, Chunghwa Post will introduce the DDP service starting June 1, 2026. When senders prepare shipping labels through the EZPost system, duties and related service fees will be automatically calculated and displayed based on the declared value of the contents. Senders may pay the required duties and fees together with the postage at the post office. Chunghwa Post's partnered customs broker in the United States will then handle customs declaration and duty payment procedures with U.S. Customs to facilitate smooth customs clearance and final delivery by the United States Postal Service (USPS).

Under current U.S. regulations, documents, non-commercial gifts valued at USD 100 or below, and books remain exempt from duties. For mail items containing goods valued at USD 800 or below, import duties are currently calculated at 10% of the declared value of the goods (subject to change in accordance with the latest U.S. Customs regulations and announcements published on the Chunghwa Post website). A service fee will also be charged by the partnered customs broker for handling duty payment procedures. For mail items valued above USD 800, the existing process will remain unchanged, and duties and taxes will continue to be collected from the addressee by USPS upon delivery.
